Abstract
Improve sercive quality administration staff in university, each quality human
resources became the focus of attention, especially of the Bureau of Human
Resources. The strategy to improve the quality of human resources is through
the mechanism of effectiveness employee performance appraisal system.
Employee performance evaluation system currently in force at the Widyatama
University with elements of assessment include : (1) effort; (2) result; (3)
leadership; (4) self-development; and (5) discipline, with the assessment given
in one direction only from the supervisor.
Implementation of the performance appraisal system is still a problem
encompasses ; the lack of a clear standard and specific assessment, so often the
process of decency and values are highly subjective, and there is no feedback
mechanism in the performance appraisal process, whereas the feedback is very
important, so that the parties can understand the assessment rated tops
(supervisor).
Competency Based Performance Appraisal is an integral part of Competency
Based Human Resource Management (CB-HRM). Competency-based
performance appraisal system is explicitly can better integrate the need to
assess the performance and appreciate the employees are capable of above
average.
Alternative performance appraisal system for administration staff for use in
future periods using the competency criteria and approach 360 degrees
feedback system, with the following stages: determination of competence,
determination of the weight assessment, determination of assessors and conduct
simulation / trial test.
