Abstract
The competitive key factor of a nation is having human resources that have competencies and ability to compete globally. Widyatama University has stated in its Strategic Plan that the increase of graduate quality that can create sustainable growth of the institution must be maintained and improved. The creation of competitive and adaptive study system for the graduates entering the entrepreneur profession (employment creation) or private enterprise (employability) is a must. The English literacy is required not only to meet the knowledge aspect of academic need, but also as a global communication media. Therefore Widyatama University set English literacy of students, using TOEFL Score as indicator, as one of its quality objectives i.e. 75% of its graduates has TOEFL score minimum of 450. To achieve that quality objective, the institution implement incoming test at the first year, in process test at the second and third year, and outgoing test/TOEFL Test Preparation (last year). Incoming Test is used as an indicator base to evaluate the students study improvement and to measure the effectiveness of English literacy improvement program by comparing it to the in process and outgoing test results.
