dc.description.abstractThis study aims to examine the talent management development program to provide human resources that have superior performance and high competency (talent). The implementation of this program in planning, developing, and maintaining talented employees (star performer) is intended to achieve the strategic objectives of the organization and to determine the career plan of the employees through a succession plan for filling the position of administrator and supervisor in the Ministry of State Secretariat. The research method used was a descriptive qualitative approach with the research instruments of interviews, observations, and document reviews used. The results showed that the application of talent management and succession plans has not been optimally achieved due to the lack of regulation as the basis for the implementation of talent management policies and civil servants career patterns in the Ministry of State Secretariat.en_US
