- ItemE-GOV MASTER PLAN (Case Study: XYZ City)(International Journal of Psychosocial Rehabilitation, Vol.24, Issue 02, 2020) Lestari, Sri; Rijayana, Iwan; Virgana, R.A.E.; Murnawan; Nugraha, Ucu; Samihardjo, Rosalin; Mardiana, SitiInformation and Communication Technology is one of the technology develops very rapidly. The rapid development of ICTs will open opportunities and challenges for creating, access, process, and utilize the information appropriately and accurately. Information is a very valuable commodity in this era of globalization to be mastered in order to improve the competitiveness of an organization an ongoing basis. To answer these challenges, the Government of the Republic of Indonesia has initiated a policy for the use of ICT to build the Electronic Government for Good Governance is integrated from the local level up to the center. The aim is that the ICT infrastructure to be built can be used together to coordinate by all agencies, both at central and regional levels. The main indicators of their e-Gov are the services to the public and interaction between government agencies, as well as the interaction between government agencies and non-governmental, complete through online channels. That is, it can be said there are e-Gov if people still have to leave the house to take care of licensing, taxes, public school enrollment, certification of property, etc. Implementation of e-Gov development may not be comprehensive from the outset but will continue to grow steadily over time, in tune with the readiness of each layer of bureaucracy that would be expropriated e-Gov and socialization to people. But the reference and direction must be right in order to reach the goal, that no manual service to the public, both individuals and institutions, and there is no manual interaction among institutions, and there should be no redundancy process and data. Development e-Gov in XYZ City, still require the appropriate references to Reach Goal and Objectives with due regard to the development needs at every layer of bureaucracy, so we need a Master Plan E-Gov XYZ City that can accommodate the needs of the implementation of government services to the public and interaction with other agencies or other agencies online, according to the dynamics of development in XYZ.
- ItemENTERPRISE ARCHITECTURE DIMENSION E-GOVERNMENT RANKING INDONESIA(International Journal of Psychosocial Rehabilitation, Vol.24, Issue 02, 2020) Lestari, Sri; Mardiana, Siti; Rijayana, Iwan; Murnawan; Virgana, R.A.E.; Samihardjo, Rosalin; Nugraha, UcuRepublic of Indonesia under Presidential Instruction No. 3 of 2003 on National Policy and Strategy Development of e-Government, any government agency should have a Strategic Plan for Development of e-Government. - ItemEXPLORING THE LINKAGE BETWEEN KNOWLEDGE MANAGEMENT AND ORGANIZATIONAL CULTURE: A Study of Literature(Journal of Advanced Research in Dynamical & Control Systems, Vol. 11, 03-Special Issue, 2019) Mardiana, Siti; Tjakratmadja, J.H.The paper aims at defining the correlation between organizational culture and knowledge management (KM) found in literature. Papers were selected based on the content of the study concerning the correlation between KM and competing values framework (CVF). The literature study has revealed that clan culture is proven to be a suitable surrogate culture for knowledge management practice in general. Clan culture outperforms adhocracy culture that used to be the culture for innovation. However, adhocracy culture predicts more accurately on the success of KM technologies adoption. Surprisingly market culture has an overall medium impact on KM as adhocracy culture, even though general assumption always put market culture as a tough culture for knowledge sharing. Hierarchical culture, as expected, has low impact on KM practices.
- ItemAN INTEGRATED FRAMEWORK FOR MEASURING INFORMATION SYSTEM SUCCESS CONSIDERING THE IMPACT OF CULTURE IN INDONESIA(2014 1st International Conference on Information Technology, Computer and Electrical Engineering (ICITACEE), Department of Electrical Engineering Diponegoro University, 2014-11-08) Mardiana, SitiThis paper aims to propose a framework for assessing information system (IS) success considering the impact of culture. Previous frameworks for assessing information system (IS) success, such as DeLone and McLean model, only concern about the status of IS implementation itself. But none of the models have included the dimensions for assessing culture even though researchers have shown the strong relationship between culture and the success (or failure) of the IS. The inclusion of culture in the IS success model is very important, especially in Indonesia, since culture plays as a dominant part in almost all aspects of citizen’s lives. This paper is expected to make a contribution on providing a framework for assessing IS success considering the impact of culture. To validate the proposed model, a mixed-method research design is proposed.
- ItemMODIFYING RESEARCH ONION FOR INFORMATION SYSTEMS RESEARCH(Solid State Technology Volume: 63 Issue: 4, 2020) Mardiana, SitiThe research onion is widely applied as a guideline for research design. Even though initially it was more designated toward business research, however, more researchers from other disciplines refer to research onion model as a framework for designing the researches. That is including researchers in information system (IS) field. Since IS is a branch of knowledge that combined both social and natural studies, therefore using research onion per se needs some modifications because research onion has not accommodated all of research methods/approaches in IS research. This paper aims at proposing some modifications on research onion to fulfil the need of IS research design. The modified research onion will provide some guidelines for IS researchers in designing their research in accordance with IS research body of knowledge.
