Abstract
In the implementation of the management of Human Resources, PT. Industri Sandang
Nusantara (Persero) which is State-Owned Enterprises (SOE) in the textile industry has
compensated according to the Decree of the Board of Directors, which refers also to the Labor
Law. The incentives contained in these regulations should be a performance drivers to reach
the company’s target. However, based on achievement of production performance data of
PT. Industri Sandang Nusantara (Persero) from year 2007 to 2013 there has been no
performance targets have been achieved. Indeed, this is mostly caused by problems that
occurred in the entity both internally - issues of conflict between the management of the
Company with the Unions, cash flow, lack of investment, etc. and external factors - global
economic slowdown, the number of illegal imports, fluctuations in raw material prices, rising
energy and labor costs, exchange rate fluctuations, and others. On the other hand, HR is a
potential source of competitive advantage for its competence in the form of intellect, personal
character, as well as intellectual and cognitive processes as one of the factors supporting the
company's success. Therefore, this study focuses on the effect of competence on the
performance of employees with incentives as a moderator variable. The research location is the
Production Unit of PT. Industri Sandang Nusantara (Persero). Source of data used is primary
data and sampling techniques used is random sampling with a sample of 111 employees of the
production. Data were analyzed using validity test, reliability test, normality test, classic
assumption test and regression test. Results of the analysis of the receipt of hypotheses prove
that competency has a positive influence on the performance of the t-count value of 7.035 with
significance value at 0.000, incentives have a positive influence on performance with the value
t-count at 3.919 with significance value at 0.000 and competence positive effect on the
performance of the incentive as a moderator variable whereas t-count value before moderation
is 1,351 and become 2,105 after moderated by incentive and significance from previous 0.180
becomes 0.038. Results of research by regression (adjusted Rsquare) also showed that the
effect of incentives as a moderator variable of the influence between competence and
performance provide reinforcement effect becomes 33.20% from the previous 31.10%. The
results showed that the company should conduct an upgrading of the competence of the
employees through training and evaluate immediately incentive programs that have been done
so that it will be fit with the aim to improve employee performance. Moreover, essentially in the
long term considering internal and external condition in which the performance conditions have
been represented in the production of PT. Industri Sandang Nusantara (Persero) and also the
restructuring and revitalization programs have not been run properly as per expectation , the
company is suggested back to make a program of remapping the condition of the company
comprehensively and thoroughly both from external and internal conditions. After that, the
company can make policy changes, vision and mission as well as explore other business in
addition to the textile industry, in this case the company does the resizing and stabilization
program so that the company can still survive in circumstances of full dynamics and challenges.
